The new EU Directive aims to create a unified framework for soil monitoring across Member States, with the goal of achieving healthy soils by 2050 and reducing contamination. The proposal addresses the current fragmented approach to soil monitoring and protection, emphasizing the need for harmonization to ensure consistent and comparable data across the EU.

 The Directive outlines governance structures for soil monitoring, including the creation of «soil districts,» the designation of monitoring authorities, and the establishment of standardized measurement methodologies and criteria.

 As a Directive, it provides Member States with the flexibility to implement measures in ways that suit local conditions, acknowledging that soil types and agricultural practices vary widely. Dr. José A. Gomez, from IAS-CSIC, highlights the challenge of balancing flexibility with the need for effective regulation, noting that while some adaptability is necessary, it must not undermine the overall goals of the legislation.
